Jigsaw believes his traps help people. He attempts to transform lazy, wanton humans into people with a refreshed appreciation for their existence. His ego is fluttered when Amanda Shawnee Smith , the first person to successfully escape one of his traps, is verbally thankful for the experience after it happens. I think the kids wanted some new guys that they could take ownership of and Jigsaw was that guy. He accidently pulls the plug out in the process, which turns out to be rather important later on.

In most countries at least one available DVD offers the uncut version which contains slightly more violence. This uncut version has been released in Germany but for this a different master was used, that uses not only different colors in some scenes but features a slightly longer cut. The situation was apparently intended as a test for Tapp and Sing, to see whether they would put arresting Jigsaw over saving the life of his prisoner.
When they tried to do both, Jigsaw no doubt decided that they had failed their game, and that they were deserving of having their lives ended via whatever available means; in Tapp's case by slashing his throat though it failed to actually kill him , and in Sing's case by luring him into a shotgun trap.
Notably, Jigsaw doesn't actually slash Tapp's throat until Sing destroys the trap with his gun, possibly making him doubly determined to kill the detectives for "cheating" their test. It's revealed in the sequel films. The chain was clearly too large, thick, and heavy to be "shot off". This is a big mistake made believable by Hollywood.
